Please briefly describe the proposed program, including an explanation of how it aligns with the Town of <br />Chapel Hill and Carrboro’s Results Framework, and Orange County BOCC Goals and Priorities, and the target <br />population to benefit from the program. (100 words or less) <br />Discontinued in 2019 following a restructuring at previous host agency, the OCRCC seeks to re‐ <br />establish the Pro Bono Counseling Network as a permanent program of the agency. The PBCN <br />provides high‐quality counseling services free of charge to underinsured residents and arranges <br />personalized referrals to low‐cost, sliding scale, or subsidized services for all those seeking <br />assistance, filling service gaps in the human services infrastructure6. The target population is low‐ <br />income and underinsured residents, and the objective is to ensure all residents have access to <br />behavioral care7 regardless of income or insurance status. <br />7.
