He said some of the long-term <br /> complex areas take legislation, and staff can give further details about those items. He said the <br /> comprehensive plan needs updating, which is a large process involving many boards. He said <br /> density bonuses cannot be offered in protected watersheds, of which there are many in Orange <br /> County. He said the Board should determine its priorities. <br /> Commissioner Greene said she would like to quickly go one by one through the items <br /> on the list. She asked if more information could be provided about action item 1.2 regarding <br /> UDO text amendments. <br /> Ashley Moncado said the first text amendment package will focus on subdivisions. She <br /> said the other text amendment package will include home parks and buffer requirements, as <br /> well as the size of accessory dwelling units. <br /> Craig Benedict said the term "home parks" includes mobile home and tiny homes. <br /> Craig Benedict said staff can pursue short term items now, and mid term in early 2022. <br /> Commissioner Greene said she does not see any point in pursuing voluntary density <br /> bonuses any more. <br /> Commissioner Richards said the short-term action items seem like they are within <br /> reach. She also supported moving away from the voluntary density bonus, and to consider <br /> what is working in other places. <br /> Commissioner Richards asked for clarification on amending the UDO and the impact on <br /> revising the comprehensive plan. She said she thought those needed to be done at the same <br /> time. <br /> Craig Benedict said the comprehensive plan took five years and required working with <br /> several departments and advisory boards. He said existing conditions must be reviewed, <br /> trended, and evaluated to see if they cause problems. He said goals, objectives, and policies <br /> come out of that in the form of the UDO. He said it is a long process and will likely involve a <br /> consultant. <br />
