Matters not on the Printed Agenda <br /> Makeda Ma'at said she is a long time resident of the Landings at Windmore, and was <br /> appointed to the board of managers of the Community Home Trust Landings LLC in November <br /> 2020. She said there is great concern with the way the Community Home Trust (CHT) works <br /> with the residents to manage the Landings, creating an environment of distress, discrimination, <br /> disenfranchisement and exclusion. She said the CHT Landings LLC operation agreement is <br /> not adhered to, the board of managers is excluded from the website, and residents lost <br /> community space to accommodate the site manager. She said there is discord and disrespect <br /> with the current operational structure at the landings, with no option for non-biased <br /> stakeholders. She said there is an overlapping structure where CHT plans, organizes, and <br /> facilitate the tenant advisory committee, and some residents feels this cannot allow for fair <br /> representation of the residents due to the manager's bias towards CHT. She said residents are <br /> taking sides and fear retaliation from CHT. She said there is a lack of sufficient maintenance <br /> and maintenance staff. She said CHT is putting up roadblocks to community engagement, and <br /> the residents request the BOCC to review the procedures and policies of CHT, especially <br /> related to inclusion, resident engagement, unfair treatment, decision making, etc. She asked if <br /> the BOCC would look into the situation. <br /> b. Announcements, Petitions and Comments by Board Members <br /> Commissioner Fowler said she enjoyed seeing Schley Grange Hall entered into the <br /> National Historic Register on Sunday and learning some of the history of the county. <br /> Commissioner Hamilton said she was at Schley Grange as well, and echoed <br /> Commissioner Fowler's comments. She said it is important to see evidence of cooperative <br /> spirit in the community and hopes it is something that can continue into the future. <br /> Commissioner Greene said she was also there, and appreciated Commissioner <br /> McKee's remarks at the event. She said the Request for Proposals (RFP) for rural broadband <br /> has gone out to the world. She said the title is "Orange County Rural Broadband Initiative for <br /> Private Providers to Deploy, Operate, and Maintain a Broadband Internet Network Ensuring <br /> That Currently Unserved and Underserved Households in Orange County Are Served by High- <br /> Capacity Fiber Broadband". She said surrounding this is the potential project for which the <br /> Commissioners set aside $5 million of American Rescue Plan Act (ARPA) money. She said <br /> getting a successful bidder is only the first step toward implementation of this game-changing <br /> plan for Orange County. She said the bidders have three (3) months from September 13 and <br /> proposals are due December 14. She said this due date was set by feedback from potential <br /> bidders at a previously held meeting. <br />
