Matters not on the Printed Agenda <br /> 11 Makeda Ma'at said she is a long time resident of the Landings at Windmore, and was <br /> 12 appointed to the board of managers of the Community Home Trust Landings LLC in November <br /> 13 2020. She said there is great concern with the way the Community Home Trust (CHT) works <br /> 14 with the residents to manage the Landings, creating an environment of distress, discrimination, <br /> 15 disenfranchisement and exclusion. She said the CHT Landings LLC operation agreement is not <br /> 16 adhered to, the board of managers is excluded from the website, and residents lost community <br /> 17 space to accommodate the site manager. She said there is discord and disrespect with the <br /> 18 current operational structure at the landings, with no option for non-biased stakeholders. She <br /> 19 said there is an overlapping structure where CHT plans, organizes, and facilitate the tenant <br /> 20 advisory committee, and some residents feels this cannot allow for fair representation of the <br /> 21 residents due to the manager's bias towards CHT. She said residents are taking sides and fear <br /> 22 retaliation from CHT. She said there is a lack of sufficient maintenance and maintenance staff. <br /> 23 She said CHT is putting up roadblocks to community engagement, and the residents request <br /> 24 the BOCC to review the procedures and policies of CHT, especially related to inclusion, resident <br /> 25 engagement, unfair treatment, decision making, etc. She asked if the BOCC would look into the <br /> 26 situation. <br /> 27 <br /> 28 b. Matters on the Printed Agenda <br /> 29 (These matters will be considered when the Board addresses that item on the agenda <br /> 30 below.) <br /> 31 <br /> 32 3. Announcements, Petitions and Comments by Board Members <br /> 33 Commissioner Fowler said she enjoyed seeing Schley Grange Hall entered into the <br /> 34 National Historic Register on Sunday and learning some of the history of the county. <br /> 35 Commissioner Hamilton said she was at Schley Grange as well, and echoed <br /> 36 Commissioner Fowler's comments. She said it is important to see evidence of cooperative spirit <br /> 37 in the community and hopes it is something that can continue into the future. <br /> 38 Commissioner Greene said she was also there, and appreciated Commissioner McKee's <br /> 39 remarks at the event. She said the Request for Proposals (RFP) for rural broadband has gone <br /> 40 out to the world. She said the title is "Orange County Rural Broadband Initiative for Private <br /> 41 Providers to Deploy, Operate, and Maintain a Broadband Internet Network Ensuring That <br /> 42 Currently Unserved and Underserved Households in Orange County Are Served by High- <br /> 43 Capacity Fiber Broadband". She said surrounding this is the potential project for which the <br /> 44 Commissioners set aside $5 million of American Rescue Plan Act (ARPA) money. She said <br /> 45 getting a successful bidder is only the first step toward implementation of this game-changing <br /> 46 plan for Orange County. She said the bidders have three (3) months from September 13 and <br /> 47 proposals are due December 14. She said this due date was set by feedback from potential <br /> 48 bidders at a previously held meeting. <br /> 49 Commissioner Bedford said she enjoyed the event at the Grange as well. She said she <br /> 50 attended the quarterly meeting with Cooperative Extension this afternoon, and they are thrilled <br /> 51 with the Bonnie B. Davis building and are still getting settled in.
