Attachment 1 <br /> 1 <br /> 1 MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 VIRTUAL BUSINESS MEETING <br /> 5 September 14, 2021 <br /> 6 7:00 p.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a Virtual Business Meeting on Tuesday, <br /> 9 September 14, 2021 at 7:00 p.m. <br /> 10 <br /> 11 COUNTY COMMISSIONERS PRESENT: Chair Renee Price, Vice Chair Jamezetta Bedford, <br /> 12 and Commissioners Amy Fowler, Jean Hamilton, Sally Greene, Earl McKee, and Anna <br /> 13 Richards <br /> 14 COUNTY COMMISSIONERS ABSENT: None. <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 17 Travis Myren, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> 18 appropriately below) <br /> 19 <br /> 20 Chair Price called the meeting to order at 7:02 p.m. <br /> 21 <br /> 22 A roll call was called; all members were present. <br /> 23 <br /> 24 Due to current public health concerns, the Board of Commissioners is conducting a Virtual <br /> 25 Business Meeting on Thursday, September 2, 2021. Members of the Board of Commissioners <br /> 26 participated in the meeting remotely. As in prior meetings, members of the public were able to <br /> 27 view and listen to the meeting via live streaming video at <br /> 28 http://www.orangecountync.gov/967/Meeting-Videos and on Orange County Gov-TV on <br /> 29 channels 1301 or 97.6 (Spectrum Cable). <br /> 30 <br /> 31 In this new virtual process, there are two methods for public comment. <br /> 32 • Written submittals by email <br /> 33 • Speaking during the virtual meeting <br /> 34 <br /> 35 Detailed public comment instructions for each method are provided at the bottom of this <br /> 36 agenda. (Pre-registration is required.) <br /> 37 <br /> 38 1. Additions or Changes to the Agenda <br /> 39 <br /> 40 Chair Price said the County Manager requested that Item 6-a be pulled from the agenda, <br /> 41 due to some technicalities that need to be addressed by staff. <br /> 42 Bonnie Hammersley said there are some fundamental changes to the program that <br /> 43 came to light today, and staff would like some additional time to do a full analysis, in order to <br /> 44 bring the Board options and understand how to proceed. She asked the Board to review the <br /> 45 materials that were already provided in the meeting packet, and to let staff know if they would <br /> 46 like to add anything or have additional ideas or questions. She said a full analysis will be <br /> 47 completed for the October 5 meeting so the Board can make a well informed decision. <br /> 48 Chair Price asked the Board to direct any questions or concerns to the County Manager, <br /> 49 so staff can address them by the next meeting. She said staff is working with community <br />
