1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: October 19, 2021 <br /> Action Agenda <br /> Item No. 6-b <br /> SUBJECT: Establishment of a Schools Capital Needs Work Group <br /> DEPARTMENT: County Manager <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Schools Capital Needs Work Group Bonnie Hammersley, County Manager, <br /> Proposed Membership 919-245-6203 <br /> PURPOSE: To establish a Schools Capital Needs Work Group to review, consider and prioritize <br /> the capital needs for the Orange County Schools district and the Chapel Hill Carrboro City Schools <br /> district. <br /> BACKGROUND: At the May 18, 2021 Board of Orange County Commissioners (BOCC) <br /> Business meeting, a petition was submitted by Commissioner Jean Hamilton, supported by <br /> Commissioner Earl McKee, that a Work Group be established to review, consider and prioritize <br /> the school districts' capital needs as well as budget requests. <br /> The proposed Work Group will consist of Board of Education members from both districts, <br /> members of the Orange County Board of Commissioners, school staff from both districts and <br /> County staff to develop a plan to address both districts on-going capital needs, repairs and <br /> renovation projects. The attached indicates the specific proposed membership slots for the <br /> Schools Capital Needs Work Group. <br /> FINANCIAL IMPACT: There is no financial impact associated with this item. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this item: <br /> • GOAL: ENABLE FULL CIVIC PARTICIPATION <br /> Ensure that Orange County residents are able to engage government through voting and <br /> volunteering by eliminating disparities in participation and barriers to participation. <br /> ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal <br /> impact associated with this item. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1) approve the establishment of the Schools Capital Needs Work Group as outlined above <br /> and approve the membership detailed on the attached list; <br /> 2) appoint another member of the Board of Commissioners to serve on the Work Group with <br /> the Board Chair or Vice Chair; and <br /> 3) direct the County Manager to coordinate with the School Superintendents to schedule the <br /> first meeting of the Work Group. <br />
