<br />Minutes of the Orange County Board
<br />of Commissioners
<br />December 4, 1961
<br />The Orange County Board of Commissioners met on Monday, December 4, 1961, at ten o'clock
<br />a.m. at the Commissioners room at the courthouse in Hillsboro, N, C.
<br />Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, Clarence Jones,
<br />Donald LcDade and Henry 'Volker.
<br />Members absent: None
<br />The Clerk read the minutes and same were approved.
<br />Don Matheson, County Farm Agent, was present and informed the Board that the bids for the
<br />construction of the addition to the agricultural building would be opened on December 28th. mr.
<br />Mr. Matheson also presented a summary of the gross receipts of farm income in Orange County which
<br />totaled seven million, six hundred and forty seven thousand dollars.
<br />Cameissioner McDade introduced James Wight, the new Welfare Supt., and a discussion on
<br />certain Welfare matters ensued, after Mr. Slight was welcomed to the county by Chairman Stanford.
<br />Sam Gattis, County Accountant, brought to the attention of the Board the matter of proper
<br />surety bonding of certain county officials. A discussion ensued on surety bonds. Alex McMahon,
<br />who was present, was requested to give his opinion on this matter.
<br />Upon motion of Commissioner Jones, seconded by Commissioner Walker, and unanimously adopted,
<br />the County Accountant, was authorized at the present time to increase the surety bonds on himself.
<br />and the Tax Collector as recommended in the article written by Mr. McMahon in Popular Government. 1-
<br />The medical examiner program, cost of the program and the benefits derived from the program
<br />were discussed. Chairman Stanford requested that a copy of the medical examiner statute which
<br />was enacted during the last session of the legislature be secured.
<br />Kr. & Mrs. Bill Roberts of Rt. 1, Hillsboro, requested that road r-x1538 known as the Jameson
<br />Road from the home of Clyde Roberts into Chess Road be paved. The Clerk was e'ak to write to the
<br />State Highway Commission concerning the Robertses request.
<br />The following Department Officials presented reports for the month of November, 1961,
<br />Cache Bogs, Dog Warden
<br />E. L. Lynch, Clerk of Court
<br />Jessie Trowbridge, name Demonstration Agent
<br />C. D. Knight, Sheriff
<br />A. H. Graham, County Attorney, brought to the attention of the Board the matter of the
<br />of trust now being held by the county on property located on Graham Street in Chapel Hill
<br />once belonging to Peggy McNair. This matter was discussed.
<br />Upon motion of Commissioner Jones, seconded by Commissioner Bennett, and unanimously
<br />!adopted, it was agreeded that the county would accept $2,500.00 as a settlement on the Graham
<br />Street property of Peggy McNair and still maintain a lien on the Crest Drive lot, and that a
<br />release deed would be given to the purchaser of the Graham Street property.
<br />The Board of Commissioners adjourned and re-convened as a Board of Equalization and Review.
<br />William L. Murihead presented his protest concerning the tax appraisal and assessment on
<br />his property known as the Country Club Develooment and Glenn Lennox. Mr. Murihead stated that all
<br />streets and utilities in the Glenn Lennox Develooment have been sold and given to the town of
<br />Chanel Hill at the time of the annexation of this area.
<br />Upon motion. of Commissioner Bennett, seconded by Commissioner Jones, and unanimously adopted,
<br />the County Accountant was requested to btain data, such as number of miles or footage in streets and
<br />number of acres taken by the town of Chapel Hill and the number' of acres left in the Glenn Lennox
<br />Develooment, in order, that a further study may be made as to what adjustment could be made in
<br />the wurihead tax matter.
<br />Mr. murihead offered the assistance of Robert Ayers, Registered Surveyor, to the County
<br />Accountant in helping to determine the actual lenial footage and other..lAformation necessary for
<br />the data needed by the Board in reaching a decision. The Bd. of Equalization & Review then adjourned.
<br />Upon motion of Commissioner Walker, seconded by Commissioner Jones the following
<br />persons were appointed as tax 1lsters far 1962.

<br />Upon motion of Commissioner Bennett, seconded by Commissioner Walker, and unanimously
<br />adopted, the courthhouse employees would be given Saturday, Monday and Tuesday for the Christmas
<br />Holidays and Monday, January 1, 1962, for the New. Year ' Holiday.
<br />The County Accountant was requested to investigate the possibilities of investment for
<br />the million dollars which will-be on hand after the sale of the bonds.
<br />C. D. Knight brought to the attention of the Board that the county had been for a number
<br />of years paying ten dollars (510.00) per month to the town of Hillsboro. This ten dollars ($10.00)
