1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: October 5, 2021 <br /> Action Agenda <br /> Item No. 8-h <br /> SUBJECT: Updates to the Assistance Policies for the 2021 North Carolina Housing Finance <br /> Agency (NCHFA) Urgent Repair Program (URP21) <br /> DEPARTMENT: Department of Housing and <br /> Community Development <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Attachment 1: URP21 Assistance Policy Corey Root, Director, Housing and <br /> Attachment 2: Orange County Procurement Community Development, (919) 245- <br /> and Disbursement Policy 2492 <br /> PURPOSE: To approve and authorize the County Manager to sign the URP21 Assistance Policy. <br /> BACKGROUND: The North Carolina Housing Finance Agency (NCHFA) requires recipients of <br /> Urgent Repair Program (URP) to adopt an Assistance Policy and Procurement and Disbursement <br /> Policy that describes how eligible applicants are selected for the program, and how the bid <br /> solicitation and payment processes for the rehabilitation work are conducted. <br /> The Department of Housing and Community Development proposes the attached URP21 <br /> Assistance Policy in alignment with the County's adopted Procurement and Disbursement Policy <br /> for rehabilitation and repair programs. A copy of both policies is attached. <br /> FINANCIAL IMPACT: There is no financial impact associated with this item. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable to <br /> this item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic <br /> background; age; military service; disability; and familial, residential or economic status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br />
