1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: October 5, 2021 <br /> Action Agenda <br /> Item No. 8-g <br /> SUBJECT: Approval to Transfer Properties Back to West Orange Fire Insurance District <br /> from Cedar Grove Fire Insurance District <br /> DEPARTMENT: Emergency Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 2015 Map of Property Transfer From West Elizabeth Farnan, (919) 245-6153 <br /> Orange To Cedar Grove Fire Insurance Kevin Brooks, (336) 264-2898 <br /> District Jeff Borland, (919) 619-2566 <br /> 2021 Map of Property Transfer From <br /> Cedar Grove To West Orange Fire <br /> Insurance District <br /> PURPOSE: To approve the transfer of properties back to the West Orange Fire Insurance District <br /> that had previously been transferred to the Cedar Grove Fire Insurance District due to not being <br /> in the rated insurance district prior to the certification of Efland Fire Station 3. <br /> BACKGROUND: This is the same concept used in the past by other county fire departments to <br /> address insurance concerns for property owners. <br /> Certain properties in the northwest area of the Efland Fire District were located greater than six <br /> miles from the Efland Fire Station 2 located at 5800 US HWY 70 West. As a result, those <br /> properties were not in the West Orange Fire Insurance District and were rated as a protection <br /> class 10. Cedar Grove Fire Department Station 2 is located at 5912 Pentecost Road in the <br /> southern area of the Cedar Grove Fire Insurance District and serves an area which is adjacent to <br /> the Efland Fire District. In 2015, those properties, as depicted on the first attached map, were <br /> transferred to Cedar Grove Fire Insurance District so they could be in a rated district. <br /> The Fire Marshal's Division worked with representatives from the Efland Fire Department and the <br /> Cedar Grove Fire Department to identify properties originally transferred to Cedar Grove Fire <br /> Insurance District that are now in the West Orange Fire Insurance District due to the certification <br /> (by the Office of State Fire Marshal) of the Efland Fire Station 3 located at 4111 Harmony Church <br /> Road. Staff also worked with Orange County Geographic Information Systems (GIS) to identify <br /> those parcels that were transferred to Cedar Grove Fire Insurance District. <br /> Staff proposes to move these parcels back into the West Orange Fire Insurance District which will <br /> allow fifty-five (55) property owners to be included in that rated insurance district and be eligible <br /> for insurance premiums in their original insurance district. GIS staff developed the attached <br /> revised map showing those parcels to be added back into the West Orange Fire Insurance District. <br /> Upon approval by the Board of County Commissioners, the Office of the State Fire Marshal can <br />
