130 <br />ECONOMIC DEVELOPMENT DISTRICT TRANSPORTATION WORKGROUP <br />RECOMMENDATIONS <br />MEMORANDUM <br />To: Board of Orange County Commissioners <br />Hillsborough Town Board of Commissioners <br />From: EDD Transportation Work Group <br />Date: September 28,2001 <br />RE: Final Report <br />Attached please find the notes provided by our facilitator for our final meeting on August 18, 2001. <br />This report serves as the translation of those notes into recommendations for action by bath boards. <br />Background <br />The EDD Transportation Commldas was an out -gromh of the EDD workgroup that suggested land <br />use changes in the EDD areas as well as the resignation of new EDD times. The Land Use Group <br />(2 commissioners from each board) had concerns that the transportation system was insufficient to <br />address the full implementation of the EDDS. The Land Use Group felt they greatly benefited from <br />the participation of the development community during the land use phase, and they wanted that to <br />continue in the transportation phase. To that end, they sought wide -range participation from the <br />public with known Interest in the topic. In addition to the 4 elected officials, 1 member from each <br />planning board, the Commission for the Environment, the Chamber of Commerce, the Alliance for <br />Historic Hillsborough, Economic Development Commission, and the Eno River Association were <br />Invited. An area property owner, a representative from Ayr Mount, a design professional, and <br />developer were also participants. Staff from Orange County Planning, the EDC and Hlllaborough <br />Planning supported the committees efforts. <br />Recommendations: <br />1. Both elected boards should forward the comments listed in the notes W NCDOT and their <br />consultants working on the evaluation of Elizabeth Brady Road Extension, <br />2. Both elected boards should choose treacle from me list of "other recommendations" to <br />crestaprioritylislstorthene #TIP. Submittals for the next round are due m the MPO this <br />fall. The boards should work together to select the same projects in the same relative <br />order to enhance the possibility of funding. <br />3. Implement the three policy suggestions: <br />• Encourage County to provide park & ride for employees <br />Consider policy about road widening similar to Carrboro''s —nothing greater than 3 <br />lanes in town <br />• Set u p a standing joint town /county committee 0 address transportation issues. <br />
