2
1 As a result of the Board's request, staff have compiled a revised list of twenty-two action items
2 to expand affordable housing incentives and opportunities in Orange County. This list includes
3 items related to land use, planning, and zoning regulations, which were in the list presented at
4 the February 16 BOCC meeting. In addition, the revised list includes proposed action items
5 related to housing programs and policies. Proposed action items, including brief descriptions,
6 timeframes, and complexity, are contained in Attachment B.
7
8 John Roberts introduced the item. He said he was asked to investigate increasing the
9 County's affordable housing through land use designation. He said he worked with the
10 Planning, Zoning, and Housing departments on the topic.
11 John Roberts said affordable housing requires several things to work, and the County's
12 existing land use policies limit that. He said current policies and laws make it difficult to have
13 large-scale affordable housing. He said the County will need partnerships with towns and other
14 institutions to make it successful.
15 James Bryan, County Attorney's office, made the following PowerPoint presentation:
16
17 Slide #1
Affordable
. •
D■&Other
ORANGECOUNTY
18
19
20 Slide #2
see
!!
i!
;t``yryIorf,/
f A working group was tasked with
responding to a request from the l
+ +++ to explore options to incentivize
affordable housing in Orange County
including suggestions to change the
Scope UDO.
Affordable
• The goal was to provide options to the
Allow those at 0,.oMedian BOCC for their consideration.
no more than r of that income on housing
21
22
