Attachment 1 <br /> 1 <br /> 1 MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 VIRTUAL BUSINESS MEETING <br /> 5 September 2, 2021 <br /> 6 7:00 p.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a Virtual Business Meeting on <br /> 9 Thursday, September 2, 2021 at 7:00 p.m. <br /> 10 <br /> 11 COUNTY COMMISSIONERS PRESENT: Chair Renee Price, Vice Chair Jamezetta Bedford, <br /> 12 and Commissioners Amy Fowler, Jean Hamilton, Sally Greene, and Earl McKee <br /> 13 COUNTY COMMISSIONERS ABSENT: None. <br /> 14 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 15 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 16 Travis Myren, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> 17 appropriately below) <br /> 18 <br /> 19 Chair Price called the meeting to order at 7:00 p.m. <br /> 20 <br /> 21 A roll call was called; all members were present. <br /> 22 <br /> 23 Chair Price welcomed everyone back from the summer break. She commented that the Delta <br /> 24 variant of COVID-19 is making life difficult and confusing for many with new protocols, and that <br /> 25 the Pfizer vaccine has been approved by the Federal Drug Administration. She said that the <br /> 26 budget has not yet been passed by the General Assembly, and bills are being passed that may <br /> 27 either help or have an adverse impact on counties. She continued with updates regarding <br /> 28 Hurricane Ida and noted the loss of 13 service members who were helping people leave <br /> 29 Afghanistan. She said there may be Afghan nationals coming to the United States over time, <br /> 30 and encouraged the public to welcome them. <br /> 31 <br /> 32 Due to current public health concerns, the Board of Commissioners is conducting a Virtual <br /> 33 Business Meeting on Thursday, September 2, 2021. Members of the Board of Commissioners <br /> 34 participated in the meeting remotely. As in prior meetings, members of the public were able to <br /> 35 view and listen to the meeting via live streaming video at <br /> 36 http://www.orangecountync.gov/967/Meeting-Videos and on Orange County Gov-TV on <br /> 37 channels 1301 or 97.6 (Spectrum Cable). <br /> 38 <br /> 39 In this new virtual process, there are two methods for public comment. <br /> 40 • Written submittals by email <br /> 41 • Speaking during the virtual meeting <br /> 42 <br /> 43 Detailed public comment instructions for each method are provided at the bottom of this <br /> 44 agenda. (Pre-registration is required.) <br /> 45 <br /> 46 1. Additions or Changes to the Agenda <br /> 47 <br /> 48 Commissioner Price made a motion, seconded by Commissioner Fowler, to postpone <br /> 49 item 7-a, the Update on the 2021 Appeals Process, until the September 14 meeting due to <br /> 50 availability of the Tax Administrator. <br />
