The BEAG recommends <br /> that the criteria outlined in the Charge (Constitutionality, <br /> statutory requirements, voting rights law, proportionality, <br /> equity, uniformity, simplicity/clarity and maximizing voter <br /> engagement) be paramount in drawing districts.
