NOTICE OF PUBLIC HEARING <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />A public hearing will be held in the Judge F. Gordon Battle Superior Courtroom of the New <br />Orange County Courthouse, 106 E. Margaret Lane, Hillsborough, North Carolina, on Monday, <br />November 24, 2003, at 7:30 PM for the purpose of giving all interested citizens an opportunity to <br />speak for or against the following items: <br />A. ORANGE COUNTY ZONING ATLAS AMENDMENT <br />1. PD -1 -03 State Employees Credit Union <br />Request for rezoning of an Economic Development — Limited Office 1 (ED -1-04) <br />district to a Planned Development Economic Development Linear Office (PD -ED- <br />LNR) district with a Class A Special Use Permit. The proposal will add 2,523 <br />square feet to the existing building, a 634 square foot remote teller station with a <br />2,000 square foot canopy, and relocate the existing drive through lanes and add a <br />fifth lane. The 3.25 acre tract is located 2313 Old NC 86, the southwest corner of <br />Old NC 86 and Oakdale Drive (PIN numbers 9863 -97 -4356 and 9863 -97 -5102) in the <br />Hillsborough Area Economic Development District. Development projects such as <br />this site and building expansion in the Hillsborough Area Economic Development <br />District which requires a minor deviation from the standards specified in the <br />Hillsborough Area Economic Development District Design Manual may be <br />approved by the Board of County Commissioners as a Planned Development with <br />a Class A Special Use Permit. <br />Purpose: A public hearing on this request is needed because the proposed project is a <br />special use permit modification and requests a minor deviation of the standards specified <br />in the Hillsborough Area Economic Development District Design Manual which would <br />allow for administrative approval. <br />B. CONCURRENT TEXT <br />AND ORANGE AMENDMENTS TO THE <br />510N REGULATIONS ORANGE COUNTY ZONING ORDINANCE <br />1. Text amendments to require a subdivision located in more than one zoning district, <br />including a subdivision located in more than one overlay district or a subdivision <br />located in a non overlay district and an overlay district, to go through the planned <br />development rezoning process. <br />Purpose: To promote uniformity and consistency in design for subdivisions that cross <br />zoning district boundaries and /or where densities may be inconsistent in the different <br />districts, <br />2. ZONING ORDINANCE: Amend Article 22 (Definitions), Article 4.1 (Establishment of <br />Use Regulations), 4.3 (Permitted Use Table), and 6.29.4 (Additional Requirements <br />for Certain Subdivisions) to require subdivisions with more than 20 lots, in rural <br />designated areas, to follow a planned development/special use permitlzoning atlas <br />amendment process. Existing regulations require subdivisions with more than 40 <br />lots, in rural designated areas, to follow a planned development/special use <br />permit/zoning atlas amendment process.
