Ti Is <br />3. Sidewalks shall be constructed and maintained by the State Employees' Credit Union until <br />the property is annexed by the Town of Hillsborough. <br />4. NCDOT requirements as specified in its April 17, 1997 letter and September 16, 1997 letter <br />shall be complied with. (See attached letters) <br />5. If any condition of this Special Use Permit shall be held invalid or void, then this Special Use <br />Permit shall be void in it's entirety and of no effect. <br />6. This Special Use Permit shall automatically expire within twelve (12) months of the date of <br />approval if the use has not commenced or construction has not commenced or proceeded <br />unless a timely application for extension of the time limit is approved by the Board of County <br />Commissioners as provided by Section 8.4.11 of the Orange County Zoning Ordinance. <br />Development Process Schedule, and Action <br />Articles 8.4.3 and 8.4.4 of the Zoning Ordinance require that the <br />Zoning Officers recommendation be presented to the Planning Board. <br />The public hearing is the time scheduled for presentation of the <br />Zoning Officer's recommendation. <br />Zoning Officer's Recommendation <br />The Zoning Officer has not received information which would establish <br />grounds for making a negative finding on the general standards. <br />These standards include maintaining or promoting the public health, <br />safety, and general welfare, maintaining or enhancing the value of <br />contiguous property, and the use being in compliance with the general <br />plan for the physical development of the County. <br />The Zoning Officer has reviewed the application, the site plan and all <br />supporting documentation and has found that the application does <br />comply with the specific standards and required regulations <br />concerning the Rezoning, Planned Development and Special Use <br />Permit except for the requirements the applicant is requesting <br />deviation from. <br />Provided the Planning Board and County Commissioners find in the <br />affirmative on the general standards, the Zoning Officer recommends <br />approval of the request for a Rezoning, Planned Development, and <br />Special Use Permit for the State Employees Credit Union subject to <br />the following conditions: <br />Sewer and water lines shall be extended at the time of site <br />development. <br />2. Parking, landscaping and buffers shall be installed and <br />maintained as shown on the November 3, 2003 site plan. <br />Existing trees will be preserved wherever possible. <br />1 Sidewalks shall be constructed and maintained by the State <br />Employees' Credit Union until the property is annexed by the <br />Town of Hillsborough. <br />4. All NCDOT construction requirements shall be met. Rights -of- <br />way shall be dedicated where required. <br />
