<br />FINANCIAL IMPACT: The department will utilize currently available carryover funds from Article <br />43 Transit Tax proceeds to cover the required local match and can propose the allocation of these <br />funds in a future Budget Amendment for consideration by the Board of Commissioners. <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br />to this item. <br /> GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br />INEQUITY <br />The fair treatment and meaningful involvement of all people regardless of race or color; <br />religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic <br />background; age; military service; disability; and familial, residential, or economic status. <br /> GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br />The creation and preservation of infrastructure, policies, programs, and funding necessary <br />for residents to provide shelter, food, clothing, and medical care for themselves and their <br />dependents. <br /> <br />OCTS provides opportunities for access to jobs and services to many individuals. The 5307 Grant <br />provides Orange County access to funds to support its urban transportation infrastructure that <br />promotes economic self-sufficiency to a wide range of residents and locations. The funds <br />additionally support a system that enhances the access of residents in the non-urbanized areas <br />to health care, shopping, education, employment, public services, and recreation. <br /> <br />ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal <br />impact is applicable to this item: <br /> CLEAN OR AVOIDED TRANSPORTATION <br />Implement programs that monitor and improve local and regional air quality by 1) promoting <br />public transportation options; 2) decreasing dependence on single-occupancy vehicles, <br />and 3) otherwise minimizing the need for travel. <br /> <br />The 5307 Grant provides Orange County access to funds to support its urban transportation <br />infrastructure that promotes the use of clean diesel and alternative-fueled vehicles. Which results <br />in reduced carbon emissions in high-density and at-risk populations? <br /> <br />RECOMMENDATION(S): The Manager recommends that the Board: <br />1. Conduct a public hearing to receive public comments on the proposed grant application; <br />2. Close the public hearing; <br />3. Approve the Urbanized Area Formula Grant application for FY 2022 in the total amount of <br />$331,406 with a local match total of $165,703 to be provided when necessary; <br />4. Approve and authorize the Chair to sign the Local Share Certification for Funding form <br />and other associated documents; and <br />5. Authorize the County Attorney to review and complete the necessary 2022 certifications <br />and assurances when they are received (2021 versions attached as examples). <br />2
