24 <br /> -The Orange County Engineer will notify the affected parties when moving between Low Flow Stages. <br /> Conditions for All Water Users: <br /> -Allowable withdrawal values are based on natural flow estimates and releases from Lake Orange. <br /> -Excess withdrawals from the Eno River based on an outside source agreement may be made when flows at the Hillsborough gage are 10 cfs and <br /> above, regardless of water level in Lake Orange.
