17 <br /> Commissioner Dorosin asked if the Department of Health and Human Services (DHHS) <br /> Secretary has complete discretion as to whether or not to approve this, or if the application is <br /> scored against an objective standard. <br /> Travis Myren said the County has to demonstrate need, and everything required has <br /> been satisfied. He said there are some considerations the Secretary may take into account, <br /> including disruptions to service array in the state, but those are subjective not objective. <br /> Commissioner Dorosin asked if the DHHS secretary can communicate with County <br /> about those subjective things, should questions arise. <br /> Travis Myren said staff will continue to operate in open dialogue with DHHS. <br /> Commissioner Dorosin said he is excited to see this move forward. He said there was a <br /> lot of concern that Cardinal Innovations would pull money from Club Nova if this moved forward, <br /> but the Board stood firm against that. He said he is appreciative of all the effort. <br /> Commissioner Fowler asked to return to slide #10, and asked if the location of the child <br /> crisis center could be identified. <br /> Travis Myren said it is in Fuquay. <br /> Commissioner Bedford said she thinks that facility will not be done until summer. <br /> Commissioner Fowler said Alliance has offered a seat on its Board to a Commissioner, <br /> and asked if the same practice had occurred with Cardinal. <br /> Travis Myren said no, and clarified the bolded items, including that item, will be new <br /> offerings from Alliance. <br /> Chair Price said a Commissioner could have served on Cardinal's Board, but no one <br /> applied. <br /> A motion was made by Commissioner Hamilton, seconded by Commissioner Fowler, to <br /> approve the Resolution Authorizing the Submittal of a Request to the Secretary of the <br /> Department of Health and Human Services to Disengage from Cardinal Innovations Healthcare <br /> and Realign with Alliance Health and also authorize the County Manager to take all necessary <br /> steps to submit supporting documentation as required by North Carolina General Statutes and <br /> North Carolina Administrative Code. <br /> Commissioner Dorosin exited the meeting at 8:28 p.m. <br /> Commissioner Bedford said she very much supports this motion. She said she shared <br /> an Alliance quarterly meeting a couple weeks ago, and found them welcoming, appropriate, and <br /> doing good work for the board. She said she was pleased with how directly questions were <br /> answered, and no unreasonable promises made. <br /> Commissioner Dorosin rejoined the meeting at 8:29 p.m. <br /> Roll call ensued. <br /> VOTE: UNANMIOUS <br /> 7. Reports <br /> a. Review of COVID-19 Long Term Recovery Plan <br /> The Board reviewed and provided input on the County's COVID-19 Long Term <br /> Recovery Plan. <br />
