She said the County needs to have good conversations with Mebane. She said her <br /> proposal is to delay for one year the funding of water and sewer extension, in order to take the <br /> time to have a process where input can be gathered and people are educated, so there can be <br /> economic development. She said she is concerned that funding without a clear plan will result <br /> in a poor process. <br /> Commissioner Dorosin said Commissioner Bedford has a similar amendment coming <br /> up. <br /> Commissioner Bedford said hers is very different. <br /> Commissioner Dorosin said if work continues on the plan, and a plan is adopted in the <br /> next few months, and money is not in the CIP then the plan cannot be carried out. He said if <br /> the money remains in year 1 but the plan is not ready in time, the funds just sit there. <br /> Bonnie Hammersley said yes, the funds can sit there unused. She said if the funds are <br /> moved to year 2 but plan is ready sooner than planned, staff can bring a budget amendment to <br /> move it back to year 1. <br /> Commissioner Dorosin said he agrees with not doing anything until there is a plan, and <br /> hopes there will be a plan soon, but does not think there's anything wrong with letting the funds <br /> sit there. He said moving the funds to another year can make it seem like it is not going to <br /> happen. <br /> Commissioner Fowler asked if it stays in the budget, would Planning wait to proceed. <br /> Bonnie Hammersley said staff cannot and would not go forward without BOCC approval. <br /> Commissioner McKee said the process over the years has been that the money just sits <br /> there until the Board authorizes it to be used. <br />
