She said this amendment is not about improving the bottom line, but rather is about
finding the best projects to mitigate climate change. She said half of the money will remain as it
is, and the other half would be available for both school districts to apply for grants. She said
there will be a minimum scoring system, so not every project will not get funded. She said the
scoring rubric works well, and there is no reason it cannot work well with school projects. She
said if either half has a balance, she would like to see it all roll over and added to the next
year's tax funds. She said she support projects with maximum impact on climate change, and
wants to get the funds out in the community. She said she is fine with the current process, but
her amendment is a middle ground.
Chair Price asked if there is a plan in place if the schools projects score much lower
than the projects in the non-profit pool.
Commissioner Greene said there is potential downside in that scenario.
Chair Price asked if unused funds would roll over.
Commissioner Greene said they would roll over to the next year.
Commissioner McKee said he appreciated Commissioner Fowler withdrawing her
amendment in consideration for Commissioner Greene's amendment. He said if there are not
good projects, the money will roll over. He said he thinks there will continue to be good
projects. He said the budget is a one-year thing, and is not an end all be all for years to come.
He said Commissioner Greene's proposal will work well.
Commissioner Fowler said she supports having a threshold for benefit, and her goal is
climate mitigation.
A motion was made by Commissioner Fowler, seconded by Commissioner Greene, to
approve the amendments listed on the power point, Commissioner Greene seconded.
