He said the ARPA funds cannot be used to <br /> substitute a tax rate for general fund. <br /> Bonnie Hammersley said the federal government has given so much time to pay it, <br /> because it takes time to determine lost revenues. <br /> Gary Donaldson said there is a formula to determine if revenues are lost revenues. <br /> Commissioner McKee clarified that the County is receiving $14 million in ARPA funds for <br /> this year. <br /> Gary Donaldson said that is correct, $14.1 million this year and $14.1 million 12 months <br /> from now. <br /> Commissioner McKee said it will be a tight fit, and it is very specific as to what these <br /> funds can be spent on. He said he applauds Commissioner Dorosin for his concerns about tax <br /> increase, but does not see a way to get around it this time. <br /> Chair Price asked if any grants will come in throughout the year, and how they are <br /> accounted for. <br /> Bonnie Hammersley said many grants are not put in the budget, and will come up in <br /> budget amendments monthly. She said if a grant is put in the budget, but is not actually <br /> received, it leaves a hole in the budget. <br /> Commissioner Bedford said as grants come in, it allows for less fund balance to be <br /> spent. She said $1 million was recently moved out of reserves to maintain the 16% target. She <br /> asked if receiving ARPA funds will increase the amount of money that has to be put in the fund <br /> balance. <br /> Gary Donaldson said the $14 million will be posted to a Covid relief fund that is set up, <br /> and will not be within the general fund. <br /> Bonnie Hammersley reminded everyone the next Business Meeting is June 1, and the <br /> Budget Public Hearing is June 3. She asked for amendments to be sent by the morning of <br /> June 2, so they can be posted 24 hours before public hearing as a courtesy to residents. She <br /> said staff will follow the same procedure for the hearing as past years: she will present; each <br /> Commissioner will represent and explain their own amendment(s); and then the public will be <br /> allowed to speak.
