Distinquished Budget Presentation Award <br /> The Board received a presentation recognizing the budget staff of the Orange County <br /> Finance and Administrative Services Department for earning the Government Finance Officers' <br /> Association (GFOA) Distinguished Budget Presentation Award for the 2020-21 fiscal year <br /> budget document. <br /> BACKGROUND: <br /> GFOA is an internationally recognized organization that offers guidance and support to local <br /> and state government budget and finance professionals throughout the United States and <br /> Canada. The GFOA's Distinguished Budget Presentation Award is the highest form of <br /> recognition in governmental budgeting and represents a significant achievement by the <br /> organization. Its attainment represents a major achievement by a governmental entity and its <br /> budget team. In order to receive this award, the County's budget and capital planning <br /> documents must meet stringent program criteria such as policy documents, operations guides, <br /> financial plans, and communications devices. <br /> This year marks the twenty-ninth year that Orange County has received the GFOA <br /> Distinguished Budget Presentation Award. Eligibility standards and expectations for the award <br /> become more stringent and rigorous each year. The County commends the budget staff for <br /> their ability to consistently achieve the high standards required to receive this esteemed award. <br /> Gary Donaldson said this is the 29`" year the County has received this award. He said <br /> the criteria are rigorous, and a list is provided to the Commissioners in the evening's agenda <br /> packet. He recognized the budget staff for its work leading to this award, and the leadership of <br /> the County Manager and Deputy County Manager, as well as the Board. He said the budget is <br /> a team effort and this award is something they can all appreciate together. <br /> Gary Donaldson said the certificate acknowledges the Orange County Finance <br /> Department for its excellence in financial reporting and the publishing of the Fiscal Year 2021 <br /> Budget document. <br /> A motion was made by Commissioner McKee, seconded by Commissioner Hamilton, to <br /> recognize the budget staff of the Finance and Administrative Services Department for the <br /> receipt of the GFOA Distinguished Budget Award. <br /> Roll call ensued <br /> VOTE: UNANIMOUS <br /> Chair Price recognized the budget staff on the call: Kirk Vaughn, Budget Analyst, Kelly <br /> Warring, Budget and Management Analyst, and Paul Laughton. <br /> Paul Laughton recognized other staff who were instrumental in the FY 2021 Budget. He <br /> said it takes a lot of work behind the scenes to put together the budget document. He also said <br /> the document would not be what it is without the work of all department heads. He said the <br /> Budget Document is a policy document, a financial plan, an operations guide, and a <br /> communications device, and those are the four criteria the award has to meet, as well as 14 <br /> mandatory criteria within those categories. He said there are a lot of people who helped the <br /> County receive the award. <br /> Chair Price thanked the whole budget and finance team. <br />
