ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: November 20, 2003 <br />Action Agenda <br />Item No. 1 <br />SUBJECT: Pre-K/Childcare Facility Considerations <br />DEPARTMENT: County Commissioners PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />6/12/03 BOCC Chair Memo w/Table of <br />Estimated Square Footage/Cost <br />5/16/03 OCPYC Document on Space <br />Requirements for High Quality <br />Child Care Centers <br />Tables - OCS/CHCCS Pre-K <br />Classroom Analysis <br />INFORMATION CONTACT: <br />Margaret Brown, Chair <br />Donna Dean, 245-2151 <br />Rod Visser, 245-2308 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />PURPOSE: To receive information from the Orange County Partnership for Young Children <br />(OCPYC) regarding characteristics of quality childcare centers and discuss options regarding <br />facilities for pre-kindergarten and childcare services. <br />BACKGROUND: On a number of occasions in recent years, the Board of Commissioners has <br />discussed how space in the two school systems is being used for pre-K and childcare services. <br />This November 20 work session will provide the BOCC with an opportunity to review the most <br />recent information from bath school systems on that subject and to discuss in more detail a <br />proposal from the Chair regarding the possible development of standalone pre-K/childcare <br />facilities. <br />Points that the Board may wish to explore may include, but are not necessarily limited to, the <br />following: <br />• What are the differences between pre-K and daycare? <br />• What are the requirements and implications of the "More at Four" program? <br />•:• What is involved in the continuum of early childcare and education? <br />4• What are the Schools Adequate Public Facilities Ordinance (SAPFO) implications of <br />these programs? <br />• Haw is space within the Orange County Schools and Chapel Hill-Carrboro City Schools <br />being used now for pre-K and childcare services? <br />Michelle Rivest, Executive Director of the Partnership for Young Children, will present <br />information for the Board's consideration and respond to Commissioner questions on this topic. <br />
