Action Items to Expand Affordable Housing Incentives and Opportunities <br /> Planning and Inspections Department <br /> 1. Short-Term — Less Complexity <br /> Action Item Description <br /> 1.1 Residential Development Assess the existing development review process including schedules, review times, and fees to determine if there are any <br /> Review Process Analysis excessive requirements or measures affecting housing affordability. <br /> 1.2 Orange County Unified Initiate UDO text amendment to address barriers to affordable housing including modifications to minor subdivisions, major <br /> Development Ordinance subdivisions, and related development standards contained in Article 7. Standards to be amended include, but are not limited to, <br /> (UDO) Text Amendments dimensional standards, duplexes, flag lots, roadway access, private roadways, and recreation and open space requirements. May <br /> (Phase 1) -Process and also include amendments to streamline review process and alter approval authority. This may allow more subdivision processes to <br /> Standards occur with administrative review versus Board review, which require public hearings. <br /> 1.3 Explore developing an Explore the opportunity to implement a streamlined review process for affordable housing projects. This may include the <br /> development of an "affordable housing advocate" with existing staff, which may act as the main contact in assisting and guiding <br /> expedited and/or streamlined non-profit or affordable housing developers through the development process.
