With the recent atloption of the State budget, the <br />General Assembly eppmved Session Lew 2001-390, House BIII 10]3. TM1IS BIII mandates <br />increases In wme fees that General StaWte 181-10(al authorizes. The effective tlate of me <br />new fees is January 1, 2002. Attachment 1 of this abatred outlines the fee changes authorized <br />by House Bill 1073. <br />Over the last taw years, the State has enceuraged mun0es to automate their deeds and vkal <br />recortls systems inGUding new as well as old receNa. Many mumles have fountl [his [o be a <br />ms0y initiative-periiculady the conversion of oltl paper remMS to eledmnic images. Another <br />notable element of House Bill 1073 is that it creates a new staWtory requirement (G.S. 181- <br />11.3) that mandates counties to set aside ten percent of all GS-161 relatetl fees in a "non- <br />reverting Automation Enhancement and Preservation Funff" Allowable expentlkures from [hls <br />new Funtl inclutle computer antl imaging technclagy for the Register of Deetls office. <br />The monies that accumulate in the Automation Enhancement antl Preservation Funtl would be <br />n addkionel revenue source for the Countys long range Capital Investment Plen (CIP) to o0set <br />some of [he mst associated with recoN wnversion antl malnfenance. Butlget Staff wlll work <br />wdh the Register of Deetls over Ne next few months b estimate future years revenues for this <br />fund. <br />
