1 <br /> <br /> <br /> [Departmental Use Only] <br /> TITLE Emergency Services <br /> FY 2020-2021 <br /> <br />NORTH CAROLINA FEMA EMERGENCY <br />VACCINE SITE RENTAL AND USE <br /> AGREEMENT <br />ORANGE COUNTY <br /> <br /> <br />This FEMA Emergency Vaccine Site Rental and Use Agreement (hereinafter <br />“Agreement”), made and entered into this 18th day of December, 2020 (“Effective Date”) between <br />the County of Orange, a local political subdivision of the State of North Carolina (hereinafter <br />“County”) and The University of North Carolina at Chapel Hill for its Campus Safety and Risk <br />Management, Emergency Management and Planning unit, a North Carolina public university <br />(hereinafter “University” or “Provider”) to provide a surface parking lot to the County for the <br />purpose of advancing the County’s point-of-dispensing plans for community vaccination for the <br />COVID-19 vaccines. Each Party may be referred to in this Agreement singularly as a “Party” and <br />collectively as the “Parties.” <br /> <br />WITNESSETH: <br /> <br />WHEREAS, the novel coronavirus disease 2019 (COVID-19) is a disease spreading <br />across the globe causing flu-like symptoms, but with a significantly higher rate of death, <br />particularly among those who are elderly or medically vulnerable; and <br /> <br />WHEREAS, the first COVID-19 case detected in the United States on January 21, 2020, <br />and the first case was confirmed in North Carolina on March 3, 2020; and <br /> <br />WHEREAS, on March 10, 2020, in order to address and mitigate and slow the spread <br />of COVID-19 to the population in North Carolina, Governor Roy Cooper issued Executive <br />Order No. 116, which declared a state of emergency in North Carolina; and <br /> <br />WHEREAS, on March 11, 2020, the World Health Organization declared COVID-19 a <br />global pandemic; and <br /> <br />WHEREAS, on March 13, 2020, the President of the United States declared the <br />COVID-19 pandemic to be a national emergency warranting an emergency declaration for every <br />state, tribe and territory, and the District of Columbia; and <br /> <br />WHEREAS, due to the Pandemic, and emergency declarations related thereto from <br />local, state, and federal governments, and international bodies, and in light of County’s Need <br />to secure a large lot to advance the County’s point-of-dispensing plans for community <br />vaccination for the COVID-19 vaccines, the University is willing to make available one (1) <br />DocuSign Envelope ID: 3663C0BF-8C5D-49C3-903B-FA0BAD67CBC9
