The need to implement <br />this task was not anticipated; therefore, we did not include the cost of this task when preparing the budget <br />for fiscal year 2019-2020. <br /> <br />The cost of the proposed services is based upon a review of the effort associated with preparing prior NES <br />reports for other solid waste facilities. <br /> <br />Deliverables. DAA will provide a digital version of the report to the OCSWM (Adobe Acrobat or functional <br />equivalent). DAA will provide a digital version of the report to North Carolina Department of Environmental <br />Quality. <br /> <br />Exclusions. Deliverables do not include digital source files used in preparing the report (for example, MS <br />Word, MS Excel, AutoCad files). The scope of services does not include responding to comments, or request <br />for additional information or studies, from DEQ. <br /> <br />Terms and conditions. Services will be provided in accordance with the content of this proposal and an <br />existing Agreement between OCSWM and Draper Aden Associates (dated February 22, 2017). <br /> <br />Background. In a letter dated May 29, 2019, the North Carolina Department of Environmental Quality <br />introduced the requirement to chemically analyze groundwater samples obtained from landfills for 1,4- <br />dioxane. During subsequent groundwater sampling event, OCSWM observed exceedances of 1,4-dioxane <br />over its groundwater protection standard. With the exceedances of this additional organic contaminant, it <br />became necessary for OCSWM to update the Assessment of Corrective Measures. <br /> <br />On February 19, 2020, OCSWM submitted an Assessment of Corrective Measures Part 1: Nature and Extent <br />Study (NES) to DEQ. The Nature and Extent Study was considered to represent the first logical step in the <br />Assessment of Corrective Measures process. Based on the information contained in the Nature and Extent <br />Study, the facility has now conducted the subject Corrective Measures Evaluation, which represents the second <br />logical step in the Assessment of Corrective Measures process. We note that, in correspondence from DEQ, <br />dated December 19, 2019, DEQ approved our proposal to submit the Assessment of Corrective Measures in two <br />parts. <br /> <br />The subject proposal represents the second step of the two-step Assessment of Corrective Measures <br />process, and is intended to meet the requirements for evaluating various techniques for remediating <br />groundwater contaminated by 1,4-dioxane, in the context of the information presented in the Assessment <br />of Corrective Measures Part 1: Nature and Extent Study <br /> <br /> <br />DocuSign Envelope ID: 707F5FE4-ABBF-468C-B9EC-4376803136AB
