236 Minutes of the Board of Commissioners <br />August 7, 1961 <br />The Orange County Board of Commissioners met on Monday, August 7, 1961, at ten o'clock a.m. in <br />the Commissioners room at the courthouse in Hillsboro, N. C. <br />Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, Clarence D. Jones, <br />Donald McDade and Henry Walker. <br />Members absent: None <br />In the absence of the Clerk the County Accountant was requested to act as Clerk for this <br />meeting. <br />Harden Johnson and a delegation of people from the Oak Grove Church community were present <br />to request that the State Highway Commission give more attention to the upkeep of County road #3117. <br />l They further requested that if a paved road is run through their area that road :#1117 be paved rather <br />than road #1115 or #1118. The Chairman agreeded to having this board write T. A. Burton, Divisional <br />Engineer, and request he place the maintance and paving of this road on the agenda far discussion the <br />'.. next time the State Highway Commission meets in Hillsboro. <br />Dr. 0. D. Garvin and Cache Boggs requested the board procure for the Dog Warden an air gun. <br />This gun would be used to shoot a chemical charge into animals and thus assist the Dog Warden in <br />capturing them. The Board agreeded to purchase this gun and equipment. Payment for same would <br />be taken from the Emergency Fund. The estimated coat of this equipment is $200.00. <br />The following department officials presented reports for the month of July, 1961. <br />Cason Boggs, County Dog Barden Mrs. Evelyn Raper, Asst. Home Demonstration Agent <br />C. D. Knight, Sheriff Firs. Francis Mischal, Welfare Supt. <br />W. G. Wrenn, Veterans Service Officer Dewey King, Commodity Food Supervisor <br />Frank Frederick, Delinquent Tax Collector <br />Sheriff Knight requested the Board to set the salary of the New Chief Deputy. Commissioner <br />Jones moved this salary be set at $4,500.00. Commissioner Bennett gave a second to this motion and <br />when a vote was called there were 5 ayes and 0 noes. <br />Ike Andrews, the new Solicitor, appeared before the Board. Mr, Andrews commented upon the crowded <br />condition of the Court calendar. He suggested that a special criminal term or terms of court be <br />secured to alleviate the crowded condition of the Orange County calendar. The Commissioners were <br />inclined to agree with him in his appraisal of this situation and said they would provide the necessary <br />funds if this proved to be the solution to the problem. <br />D. W. King, Commodity Supervisor, reported that during August surplus food was issued to 701 <br />persons on the Welfare program and 1150 persons in the "needy" classification making a total of <br />1851 persons receiving food in a one month period. <br />Sealed bids were opened on a 1961 pickup truck to be used for the Dog 'Warden Program. Two bide were <br />received (1) Orange Farm Eqpt. Co. 51,449.00 and (2) Bay Motor Company 51,153.75. Commissioners <br />McDade voted we accept the low bid of 51,153.75 and purchase this truck. Comaissioner Bennett gave a <br />second to this motion. When a vote was called there were 5 ayes and 0 noes. <br />A petition for addition of the road in Piney Brook Estates was submitted. This petition was <br />approved and the Clerk was directed to forward it on to the Highway Department. <br />IT. S. Kutz wrote the Board about the paving of East Longview Street on a participating basis. <br />The Clerk was directed to write him advising him to put this project in motion through the Highway <br />Department office in Graham, N. C. <br />It was moved and passed that the salary of W. B. Wrenn, Veteran Service Officer, be revised from <br />5294.00 per month to $300.00 par month. <br />It was moved and passed that the salary of Priscilla Long be changed from 5250.00 per month to <br />x256.00 per month. <br />Frank Frederick, Delinquent Tax Collector, submitted a list of 17 names which were ready for <br />foreclosure proceedings. These would be handled under the In Rem foreclosure statutes. He was <br />directed by the Board to proceed with these foreclosures and all others as they became due. <br />The following names were drawn-to serve as Jurors for the September 25th and October 2nd <br />term of civil Court. <br />1.
