Deliverables will include a project manual (Front End and <br />Technical Specifications) and final construction drawings. <br /> <br />2.5 Bid Administration: DAA will assist the County in advertising the project for bid, assist <br />in conducting a bid opening, evaluate the bids received, and make a recommendation of <br />award to the County. If appropriate, DAA will assist in negotiations with the low bidder. <br />Upon Award of the Bid by the County, DAA will prepare and assist in proper execution of <br />the contract documents, respond to contractors’ questions, provide input for addenda (if <br />required), and provide technical support through the contracting process. DAA will assist <br />the County in obtaining and reviewing construction contract documentation and other <br />preliminary actions through issuance of formal Notice-to-Proceed. <br /> <br />2.6 Construction Services/CQA Inspections: During construction, we will assist the County in <br />administration of the construction agreement between the County and Contractor. We will <br />provide services to include the following: <br /> participation in a pre-construction meeting and other periodic project meetings (typically <br />weekly while site work is ongoing) to review construction progress <br /> issue record of meetings <br /> Implementation of the CQA plan to include: <br />a. site visits to inspect the work including reporting of observations and <br />recommendations regarding suitability of the work and schedule progress <br />b. testing of soils and aggregate as prescribed in the project CQA Plan <br /> review of shop drawings for site-related materials and maintenance of a shop drawing log <br /> interpretations in writing or in the form of supplemental drawings necessary for performance <br />of the work <br /> review of contractor payment applications and recommendations for payment <br /> preparation of change orders and construction change directives <br /> conduct inspections and punch lists as part of final project close-out <br /> request and assemble final written guarantees, affidavits and other contract closeout <br />documents from the Contractor prior to approval of final payment to the Contractor <br /> preparation of as-built, or record drawings based on Contractor mark-ups <br /> Final certification inspection by a PE and PG per NCDEQ rules. <br /> serve as agent of the County as described in the contract documents <br /> <br />This proposal is based on an estimated 60 calendar day period of construction activities that <br />require daily oversight or testing. Inspections are assumed to be part time and limited to <br />a maximum 6 hours onsite per day average.
