6 <br /> Appropriated for this project: <br /> Current Budget FY 2020-21 FY 2020-21 <br /> FY 2020-21 Amendment Revised Budget <br /> Blackwood Farm Park $3,647,840 $222,630 $3,870,470 <br /> Total Costs $3,647,840 $222,630 $3,870,470 <br /> SOCIAL JUSTICE IMPACT: There are no Orange County Social Justice Goals associated <br /> with this item. <br /> American Rescue Plan Act (ARPA) Funding <br /> 11.Staff recommends the use of American Rescue Plan Act (ARPA)funding totaling $901,487 <br /> to provide revenue replacement of $111,487 for the Visitors Bureau Fund and $790,000 <br /> for the Sportsplex Fund in FY 2020-21, based on current fiscal year-end projections for <br /> both of these funds. As part of Budget Amendment #12 on May 4, 2021, the Board of <br /> County Commissioners approved the use of ARPA funding of $448,513 for the renovation <br /> project at 308 West Franklin Street for the Visitors Bureau. This brings the total ARPA <br /> funding for the Visitors Bureau and Sportsplex Funds to $1,350,000 in FY 2020-21. This <br /> budget amendment provides for the allocation of these ARPA funds to these funds, outside <br /> of the General Fund, for the purpose listed above. (See Attachment 1,column #10) <br /> SOCIAL JUSTICE IMPACT: There are no Orange County Social Justice Goals associated <br /> with this item. <br /> 12.Staff recommends the use of American Rescue Plan Act (ARPA)funding totaling $325,000 <br /> in FY 2020-21 for the Housing and Community Development Department to be able to <br /> continue their Emergency Housing Assistance (EHA) program in providing direct rental and <br /> utility assistance. This budget amendment provides for the allocation of these ARPA funds <br /> from the Emergency Recovery Fund to the Community Development Fund, outside of the <br /> General Fund, for the purposes listed above. (See Attachment 1, column #11) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> Debt Service <br /> 13.The FY 2020-21 Approved Budget included a total of $33,410,925 in tax supported debt <br /> service payments in the General Fund. During the course of the fiscal year, a final payment <br /> of $87,075 was due towards the 2010 General Obligation Refunding Bonds. This budget <br /> amendment provides for the transfer of $87,075 from available Capital Project Reserve <br /> funds to the County Debt Service in the General Fund to cover this required debt service <br /> payment. (See Attachment 1, column #12) <br /> SOCIAL JUSTICE IMPACT: There are no Orange County Social Justice Goals associated <br /> with this item. <br />
