1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: September 2, 2021 <br /> Action Agenda <br /> Item No. 8-k <br /> SUBJECT: Northern Campus Water and Sewer— Transfer of Ownership to Town of <br /> Hillsborough <br /> DEPARTMENT: Asset Management Services <br /> (AMS) <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 1) Water/Sewer Utilities Map Steven Arndt, AMS Director, 919-245- <br /> 2) Utility Dedication Form 2658 <br /> PURPOSE: To approve transferring the ownership of the recently constructed water and sewer <br /> utility infrastructure associated with the construction of the Northern Campus Project to the <br /> Town of Hillsborough. <br /> BACKGROUND: In September 2019, the Board of Commissioners accepted a total <br /> Guaranteed Maximum Price (GMP) of $36,354,082, as presented by Bordeaux Construction, for <br /> the development of the Orange County Northern Campus. Work on the project commenced <br /> shortly afterwards and is now substantially completed. <br /> The utilities portion of the work included the construction of water and sewer lines to connect the <br /> construction site to existing water and sewer infrastructure owned and operated by the Town of <br /> Hillsborough. Specifically, the scope of work called for the installation of approximately 1,650 <br /> feet of 12-inch water main, 20 feet of 6-inch water main, fire hydrants, valves and associated <br /> appurtenances extending along US Highway 70 West from Holiday Park Road. These <br /> improvement provide domestic and fire service to three new buildings within the Orange County <br /> Northern Campus located at 1200 US Highway 70 West in Hillsborough. The new 12-inch water <br /> main connects to the existing 12-inch water main along Holiday Park Road at its intersection <br /> with US Highway 70 West and to the existing 6-inch water main at 1200 US Highway 70 West, <br /> owned by the Town of Hillsborough. The sewer scope of work called for the installation of <br /> approximately 630 feet of 8-inch PVC sewer main and three concrete manholes. The sewer line <br /> runs from the property boundary of Orange County Northern Campus to an existing sanitary <br /> sewer manhole located on property owned by Lisa Hall located at 500 Orange Heights Loop in <br /> Hillsborough. The sewer is located within an existing sewer easement previously dedicated to <br /> the Town and runs across two residential properties. Attachment 1 contains a map illustrating <br /> the location of the water and sewer utilities subject to this request. <br /> A three-part interlocal agreement stipulates that the public portion of the water and sewer <br /> infrastructure installed by the County shall be transferred to ownership of the Town of <br />
