1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: September 2, 2021 <br /> Action Agenda <br /> Item No. 8-i <br /> SUBJECT: 401 Valley Forge Road Annexation <br /> DEPARTMENT: Asset Management Services <br /> (AMS) <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 1) Map of Area Steven Arndt, AMS Director, 919-245- <br /> 2) Pictures of Road Washout 2658 <br /> 3) Annexation Petition <br /> 4) Survey of 401 Valley Forge Road <br /> PURPOSE: To approve the submittal of a petition for voluntary annexation to the Town of <br /> Hillsborough for 12.866 acres of land, buildings and other improvements owned by Orange <br /> County and located at 401 Valley Forge Road, Hillsborough, NC; and upon review by the <br /> County Attorney, authorize the Chair to sign the petition and related documents. <br /> BACKGROUND: The County owns a 12.866 acre property located at 401 Valley Forge Road in <br /> Hillsborough. The property is zoned general commercial and contains a 105,000 square foot <br /> warehouse and distribution facility. The property was acquired in 1997 as the result of the <br /> retirement of revenue bonds owned by the Orange County Industrial Development Corporation. <br /> The property and buildings were subsequently leased to Builders FirstSource, Inc., a Fortune <br /> 500 company that is a manufacturer and supplier of building materials. The company is <br /> headquartered in Dallas, Texas and is the largest supplier of building products, prefabricated <br /> components and value-added services in the US. <br /> The 401 Valley Forge Road property is located adjacent to, but just outside of the town limits of <br /> the Town of Hillsborough. All of Valley Forge Road is located within the town limits of <br /> Hillsborough except for a short section leading to this property, which is at the end of a dead <br /> end road. Just before entering the property, a stream crosses underneath Valley Forge Road <br /> though a large culvert. Due to a series of heavy rainfall events, this culvert has washed out <br /> several times, requiring the Town of Hillsborough to perform costly repairs to restore access. <br /> The only beneficiaries of this repair work are the occupants of 401 Valley Forge Road. <br /> Attachment 1 provides a Google map of the area. Attachment 2 provides pictures of the most <br /> recent washout. <br /> The Town of Hillsborough has requested that Orange County initiate a voluntary annexation <br /> request of this property so the town can hope to recoup some of the significant funds being <br /> expended to maintain road access to this property. Attachment 3 is the Annexation Petition <br /> document that will facilitate the request. A survey of the property is provided as Attachment 4. <br />
