11 <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br /> applicable to this item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION <br /> AND INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or <br /> color; religious or philosophical beliefs; sex, gender or sexual orientation; national <br /> origin or ethnic background; age; military service; disability; and familial, residential <br /> or economic status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, <br /> gang activity, substance abuse and domestic violence. <br /> Housing and Community Development <br /> 12.The Department of Housing and Community Development has received the following <br /> revenues: <br /> • Technical Amendment Emergency Voucher Program- The department has <br /> received $241,540 from the Department of Housing and Urban Development to <br /> provide emergency housing vouchers between July 2021 and June 2022. The FY <br /> 2021-22 budget only anticipated $148,404 for this program, so this amendment <br /> increases the award by $93,136 to the full amount. These funds will be received in <br /> the Housing Choice Voucher Fund, outside of the General Fund. <br /> • Deferred Revenue Housing Voucher Program — In FY 2020 and FY 2021, the <br /> department received funds from Housing and Urban Development (HUD) to provide <br /> additional services during Covid. The department requests to defer $33,357 to FY <br /> 2022 to continue to provide these services. This amendment defers this revenue in <br /> the Housing Choice Voucher Fund, outside the general fund. <br /> • Contribution from Hillsborough — The department has received $20,000 from the <br /> Town of Hillsborough to provide emergency housing assistance to the residents of <br /> the town. This amendment provides receipt of these funds in the Community <br /> Development Fund, outside of the General Fund. <br /> • Contribution from Chapel Hill — The department has received $65,542 from the <br /> Town of Chapel Hill to provide emergency housing assistance to the residents of the <br /> town. This amendment provides receipt of these funds in the Community <br /> Development Fund, outside of the General Fund. <br /> • Continuum of Care Coordinated Entry Grant—The department has received notice <br /> of the second year of funding through the Housing and Urban Development <br /> Continuum of Care Coordinated Entry Grant. This $130,000 annual grant will support <br /> 2.000 FTE Coordinated Entry Specialists through October 2022. These funds will be <br /> appropriated in the Community Development Fund, outside of the General Fund. <br /> • Technical Amendment Continuum of Care Planning Grant — This amendment <br /> creates a project ordinance for the Continuum of Care Planning grant in the <br /> Community Development Fund, outside of the General Fund, and transfers $21,107 <br /> from the Partnership to End Homelessness budget to the newly created grant. <br />
