She said in many departments technology has advanced, so <br /> 14 there was not as much need for postage, as an example. She said all of the departments cuts <br /> 15 only resulted in a gain of about a half million dollars, because it only included operating <br /> 16 expenses, not personnel. She said the majority of costs in all departments is personnel, so if <br /> 17 there are any hardships going forward, she will work with department directors to help find what <br /> 18 they need. <br /> 19 Annette Moore, Human Rights and Relations Director, said she would rather cut <br /> 20 operating costs than personnel.
