The Advisory Group shall assess all <br /> options and alternatives pursuant to the following criteria: <br /> • Constitutional and statutory requirements and voting rights laws <br /> • Proportionality <br /> • Equity <br /> • Uniformity <br /> • Simplicity/clarity <br /> • Maximizing voter engagement <br /> The Advisory Group's assessment should incorporate, to the extent possible, <br /> anticipated population distribution changes based on the 2020 Census. <br /> The Advisory Group may consider options that require enabling legislation; <br /> however, it must present to the BOCC options that do not require authorization. <br /> (See Appendix A.) <br /> BEAG MEETINGS <br /> The BEAG met seven times, on February 25, 2021, March 25, 2021, April 22, <br /> 2021, May 27, 2021, June 24, 2021, July 22, 2021, and August 5, 2021. All of the <br /> meetings were virtual. (See Appendices B and C for agendas and summaries.) <br /> Members of the public were invited to view the meetings and were given a link <br /> where they could join, which was different from the meeting link provided to the <br /> members of the BEAG. Members of the public who had questions or comments <br /> could send them to Greg Wilder in the Orange County Manager's Office, and Mr. <br /> Wilder shared them with the members of the Group. See below for the <br /> conversation and decisions made at each meeting. The BOCC initially set a <br /> deadline of July 31, 2021 for the Group's Final Recommendations. <br /> February 25, 2021 Meeting <br /> The members of the BEAG voted to use a professional facilitator to manage the <br /> Group's meetings. The Group also determined that anyone interested in being one <br /> of the co-chairs should provide a written statement expressing interest to the rest of <br /> the Group, stating the reasons for his/her interest in the position.
