Governance Review& Development: The Atkins team will review and understand existing <br /> policies that define governance for current plan implementation needs. The team will also interview <br /> a series of stakeholders made up of staff and elected officials from both Durham and Orange <br /> Counties, as well as GoTriangle and Durham-Chapel Hill-Carrboro MPO. As a result of these <br /> interviews, a series of options for ILA needs will be developed and presented through 4 (four) <br /> workshops (there is an identified optional workshop to exercise during the first half of the study <br /> duration in case further dialogue is needed with stakeholders) with elected officials and staff—with <br /> the goal of seeking adoption by the end of calendar-year 2021. A third-party facilitator will be present <br /> at the joint workshops that involve elected officials, as well as a joint workshop with staff in the latter <br /> half of the Task 1 schedule. <br /> Task 2. Policies & Procedures Manual (PPM): The Atkins team will review and understand existing <br /> policies and procedures that serve the existing ILA(as of July 31,2021),and evaluate needs identified <br /> from workshops/interviews from Task 1 that will inform the need for new and/or updated policies and <br /> procedures. This task will be staff driven by both Durham and Orange Counties, not the elected <br /> officials originally involved in Task 1. <br /> Task 3. Project Management&Quality Control: The Atkins team will perform project management <br /> activities including tracking of critical milestones/deliverables, as well as regular project update <br /> meetings between the consultant team and County staff leads.
