Adverxe Public Health Cundiriuns <br />An exception to the prohibition ofpublic water and sewer sen~ice in <br />interest areas may be made to allmv the extension of lines m the evrni <br />the Orange County Health Department documents an "adverx+public <br />health condition" <br />An adverse public health condidon exists where: <br />1. 1n the case oCexisting wastewater system(s), it meets all oFlhe <br />following criteria: <br />• the wastewater system is ttiling; <br />• the wastewater system is docunumted [o be failing <br />by the Uange Cotmty Hcalfi Department; <br />• there is no on-site repair approvable ox <br />- reconnvended by [he Orange County Health <br />Depanment. <br />7Le following [erms used m the criteria above mean: <br />Failing wngewarer Syc em' A wastewater system is failing <br />when sewage or eRluent is seeping or dischazging to the ground <br />surface or to surface waters.
