13 <br /> Library Services <br /> 13.The Department of Library Services has received the following revenues: <br /> • LSTA Capital Grant — The department has received $37,343 from the State Library <br /> to purchase Contactless Checkout Kiosks. These funds will be used in addition to the <br /> funding provided to department in the IT Governance Council Capital Project to <br /> purchase these devices. These funds will be appropriated in the County Capital Fund, <br /> outside of the General Fund. <br /> • SLNC Adapts Grant — The department has received $25,000 from the State Library <br /> to provide additional chrome books and WiFi hotspots for checkout. This amendment <br /> provides recognition of this awards and authorizes its use. <br /> • Friends of the Library — The department has received $2,034 from the Orange <br /> County Friends of the Library to cover the costs of departmental programing and <br /> incentive prizes. This amendment recognizes the receipt of this donation. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br /> applicable to this item: <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, <br /> gang activity, substance abuse and domestic violence. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION <br /> AND INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or <br /> color; religious or philosophical beliefs; sex, gender or sexual orientation; national <br /> origin or ethnic background; age; military service; disability; and familial, residential <br /> or economic status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> County Manager— Arts Commission <br /> 14.The Arts Commission has deferred the following revenues: <br /> • State Arts Grant - The Orange County Arts Commission has received $1,555 in <br /> returned grant funds from its State Arts Grant award in FY 2019-20, which it was not <br /> able to spend in FY 2020-21. These returned grants were from schools unable to fulfill <br /> programs due to COVID-19. Funds are to be re-granted to top scoring Grassroots <br /> applicants who are 501 c3 arts organizations. These funds are deferred from FY 2020- <br /> 21 to FY 2021-22 in the Visitors Bureau fund outside of the General Fund. <br /> • Big Night in for the Arts Donations — As of June 30, 2021, the Arts Commission <br /> was not able to spend $9,763 of the donations received during the Night for the Arts <br /> event in FY 2020-21 . This amendment defers these revenues to be spent in FY 2021- <br /> 22. This will occur in the Visitors Bureau Fund, outside of the General Fund. <br /> • Eno Mills Arts Incubator—As of June 30, 2021, the Eno Mills Arts Incubator Project <br /> received $1,801 more in revenue than it spent. In order to reinvest those earnings in <br /> the arts community, those revenues will be deferred into FY 2021-22. This will occur <br /> in the Visitors Bureau Fund, outside of the General Fund. <br />
