Accept the Five-Year Capital Investment Plan (CIP) and Approve the Orange <br /> 17 County Overall CIP Projects of$50,915,167 for FY2021-22 <br /> 18 The Board accepted the FY2021-26 Orange County Five-Year Capital Investment Plan <br /> 19 (CIP), and approved the Orange County Overall CIP Projects of$50,915,167 for FY2021-22. <br /> 20 <br /> 21 BACKGROUND: <br /> 22 For over 20 years, the County has produced a Capital Investment Plan (CIP) that establishes a <br /> 23 budget planning guide related to capital needs for the County as well as Schools. The current <br /> 24 CIP consists of a 5-year plan that is evaluated annually to include year-to-year changes in <br /> 25 priorities, needs, and available resources. Approval of the CIP commits the County to the first <br /> 26 year funding only of the capital projects; all other years are used as a planning tool and serves <br /> 27 as a financial plan. <br /> 28 <br /> 29 Capital Investment Plan — Overview <br /> 30 The FY2021-26 CIP includes County Projects, School Projects, and Proprietary Projects. The <br /> 31 School Projects include Chapel Hill-Carrboro City Schools, Orange County Schools, and <br /> 32 Durham Technical Community College — Orange County Campus projects. The Proprietary <br /> 33 Projects include Water and Sewer, Solid Waste Enterprise Fund, and Sportsplex projects. <br /> 34 <br /> 35 The CIP has been prepared anticipating moderate economic growth of approximately 2% in <br /> 36 property tax growth over the next five years, and 4% sales tax growth.
