Distinguished Budget Presentation Award 5 The Board received a presentation recognizing the budget staff of the Orange County 6 Finance and Administrative Services Department for earning the Government Finance Officers' 7 Association (GFOA) Distinguished Budget Presentation Award for the 2020-21 fiscal year 8 budget document. 9 10 BACKGROUND: 11 GFOA is an internationally recognized organization that offers guidance and support to local 12 and state government budget and finance professionals throughout the United States and 13 Canada. The GFOA's Distinguished Budget Presentation Award is the highest form of 14 recognition in governmental budgeting and represents a significant achievement by the 15 organization. Its attainment represents a major achievement by a governmental entity and its 16 budget team. In order to receive this award, the County's budget and capital planning 17 documents must meet stringent program criteria such as policy documents, operations guides, 18 financial plans, and communications devices. 19 20 This year marks the twenty-ninth year that Orange County has received the GFOA 21 Distinguished Budget Presentation Award. Eligibility standards and expectations for the award 22 become more stringent and rigorous each year. The County commends the budget staff for 23 their ability to consistently achieve the high standards required to receive this esteemed award. 24 25 Gary Donaldson said this is the 29t" year the County has received this award. He said 26 the criteria are rigorous, and a list is provided to the Commissioners in the evening's agenda 27 packet. He recognized the budget staff for its work leading to this award, and the leadership of 28 the County Manager and Deputy County Manager, as well as the Board. He said the budget is 29 a team effort and this award is something they can all appreciate together. 30 Gary Donaldson said the certificate acknowledges the Orange County Finance 31 Department for its excellence in financial reporting and the publishing of the Fiscal Year 2021 32 Budget document. 33 34 A motion was made by Commissioner McKee, seconded by Commissioner Hamilton, to 35 recognize the budget staff of the Finance and Administrative Services Department for the 36 receipt of the GFOA Distinguished Budget Award. 37 38 Roll call ensued 39 40 VOTE: UNANIMOUS 41 42 Chair Price recognized the budget staff on the call: Kirk Vaughn, Budget Analyst, Kelly 43 Warring, Budget and Management Analyst, and Paul Laughton. 44 Paul Laughton recognized other staff who were instrumental in the FY 2021 Budget. He 45 said it takes a lot of work behind the scenes to put together the budget document. He also said 46 the document would not be what it is without the work of all department heads. He said the 47 Budget Document is a policy document, a financial plan, an operations guide, and a 48 communications device, and those are the four criteria the award has to meet, as well as 14 49 mandatory criteria within those categories. He said there are a lot of people who helped the 50 County receive the award. 51 Chair Price thanked the whole budget and finance team.
