4 <br /> 1 Paul's distinguished career includes serving the Finance Department and the County through <br /> 2 three recessions. He has been part of senior management that implemented transformative <br /> 3 financial policies including both debt and fund balance policies that are now integral elements of <br /> 4 the County's financial administration. <br /> 5 <br /> 6 Paul Laughton served with distinction on the Board of Directors of the North Carolina Local <br /> 7 Government Budget Association from 2005 through 2007. His active participation in various <br /> 8 government national and state associations has provided important leadership and knowledge <br /> 9 of financial best practices in budgeting and finance. Paul's most recent efforts during the <br /> 10 COVID-19 Pandemic have been instrumental in the County's strong financial results. Paul can <br /> 11 be counted on to provide prudent policy recommendations and insights into the workings of the <br /> 12 County's operating and capital budget administration. His commitment to excellence is <br /> 13 evidenced in the successive Government Finance Officers Association Budget Awards received <br /> 14 by the Finance and Administrative Services Department. Paul Laughton has led with integrity, <br /> 15 compassion, professionalism and commitment to his staff, County Management, County Board <br /> 16 and department colleagues.
