She petitioned the Board to bring Item 12-c, on the Mountains to Sea Trail, back for <br /> 15 discussion in the fall. <br /> 16 Commissioner Dorosin said the judge in the Leandro Case (adequate school funding <br /> 17 case) signed an order last week, recognizing that the State and the State Board of Education <br /> 18 have submitted plan to address the State's 17 year constitutional liability for failing to provide <br /> 19 students their constitutional right to a sound basic education. He said the plan calls for the <br /> 20 State to increase school funding in the next two years by $500 million in the first year, $1 billion <br /> 21 in the second year. He said Governor Cooper's budget includes the first few years of funding, <br /> 22 and it now up to General Assembly to pass a budget including it. He said the Court has <br /> 23 instructed the parties to report back in August as to whether or not that funding has been <br /> 24 allocated and will make a final order in the case, following a hearing in September. He said all <br /> 25 are hopeful that this case will be moving towards the State honoring its constitutional obligation. <br /> 26 He said some feel the Judge has over reached, but the State has been found constitutionally <br /> 27 liable and needs to fund the remedy. He said all will watch the budget closely. <br /> 28 Commissioner McKee thanked the Board and staff for the budget process running <br /> 29 smoothly this year, and reiterated the importance of meeting in person in the fall. <br /> 30 Chair Price said Jaki Shelton Green has been designated as the North Carolina Poet <br /> 31 Laureate again, and she would like to recognize her properly in September. Proclamation Recognizing Paul Laughton <br /> 40 The Board considered approving a proclamation recognizing and expressing gratitude to <br /> 41 Paul Laughton for his devotion and service to Orange County. <br /> 42 <br /> 43 BACKGROUND: <br /> 44 After nearly 22 years of dedicated service to the Orange County community, Paul Laughton is <br /> 45 retiring August 1, 2021. <br /> 46 <br /> 47 Paul Laughton began his career of service with Orange County in 1999 as a Budget and <br /> 48 Management Analyst working with County Departments, Fire Districts and the Enterprise Funds. <br /> 49 Paul worked closely with department directors assisting with the preparation of the operating <br /> 50 budget and capital budgets. Paul's professionalism, commitment to excellence and hard work <br /> 51 resulted in his promotion to Deputy Director of Finance and Administrative Services in 2012. <br />
