She said this helps in a very tight budget year, it helps
the climate and helps the County's bottom line.
Commissioner Dorosin said he cannot support the amendment. He said the application
and vetting process developed for the climate tax is the right way to go. He said the schools
went through that process and were awarded grants. He said the proposed amendment
eliminates County oversight, and creates two priority lists. He said there could be five great
projects in pot 1 that could have a bigger impact than projects in pot 2, but pot 2 projects could
still get money. He said if the goal is to spend the money in the way that is most impactful, the
way it is set up now is most effective. He said he is not concerned about funds going to other
entities if those entities have strong projects. He said residents of those municipalities also pay
this tax. He said the goal of these funds was to find and support projects that meet the Board's
goals on climate change, wherever they come from.
Commissioner McKee said he is not going to support Commissioner Fowler's
amendments, but will support Commissioner Greene's on climate tax funds. He said he liked
both proposals, but unfortunately will vote for one and against another.

Chair Price said both proposals have good points. She said during the first year of the
climate tax, there were flaws in the process, but a new system was worked out that was more
fair and more community oriented. She said there is great enthusiasm from the community,
which speaks highly to the merit of the project. She said she would like to leave the process
alone for another year. She said she does have some issues with municipalities vying for the
funds, but she would like to give the Commission for Environment another round.
Commissioner Fowler said she is willing to withdraw her amendments and support
Commissioner Greene's.
