She said the County needs to have good conversations with Mebane. She said her <br /> 7 proposal is to delay for one year the funding of water and sewer extension, in order to take the <br /> 8 time to have a process where input can be gathered and people are educated, so there can be <br /> 9 economic development. She said she is concerned that funding without a clear plan will result <br /> 10 in a poor process. <br /> 11 Commissioner Dorosin said Commissioner Bedford has a similar amendment coming <br /> 12 up. <br /> 13 Commissioner Bedford said hers is very different. <br /> 14 Commissioner Dorosin said if work continues on the plan, and a plan is adopted in the <br /> 15 next few months, and money is not in the CIP then the plan cannot be carried out. He said if the <br /> 16 money remains in year 1 but the plan is not ready in time, the funds just sit there. <br /> 17 Bonnie Hammersley said yes, the funds can sit there unused. She said if the funds are <br /> 18 moved to year 2 but plan is ready sooner than planned, staff can bring a budget amendment to <br /> 19 move it back to year 1. <br /> 20 Commissioner Dorosin said he agrees with not doing anything until there is a plan, and <br /> 21 hopes there will be a plan soon, but does not think there's anything wrong with letting the funds <br /> 22 sit there.
