He said the Board approved $14.4 <br /> 4 million, half of the ARPA funds, as part of budget amendment. He said staff thought it would be <br /> 5 beneficial to pay for everything out of where the funds are budgeted in the Emergency Recovery <br /> 6 Fund. He said $3.2 in general fund that would be paid for by ARPA would still be paid from <br /> 7 ARPA funds, but would move out of the general fund and would be paid straight out of the <br /> 8 emergency recovery fund. He said this would prevent a transfer into the general fund, and <br /> 9 would make the payments easier. He said the County will receive the other$14.4 million next <br /> 10 year, and has until 2024 to spend the funds, so this is a multiyear fund and it will be helpful to <br /> 11 have everything come out of the one fund for tracking. <br /> 12 Paul Laughton said, in the recommended document, he neglected to put in $80,000 as <br /> 13 part of funding for the Little River Fire District to be used as a down payment on a new fire <br /> 14 engine. He said this is a technical amendment to increase their appropriation from $352,019 to <br /> 15 $432,019. He said it is not related to the general fund, and the funds are available in the Little <br /> 16 River Fire District fund balance. <br /> 17 Commissioner McKee said the truck will be needed for the Fire District's new substation. <br /> 18 Paul Laughton said the County recently received an Emergency Housing Choice <br /> 19 Voucher program grant award for FY 21-22, July 1, 2021-June 30, 2022. He said housing will <br /> 20 start spending the money July 1. He said this fund is also outside of the general fund, and it is <br /> 21 better to do this amendment now so the department can spend the money over the summer, <br /> 22 instead of waiting for a budget amendment in the fall. <br /> 23 Commissioner Dorosin asked if everything on the Operating Amendments was <br /> 24 approved, what the net impact on the budget would be. <br /> 25 Paul Laughton said the largest part of the reduction uses ARPA funds, thus the revenue <br /> 26 would leave the general fund, but so would the expenses. He said this would not affect the tax <br /> 27 increase, because all of the amendments suggested used ARPA funding. He said the only true <br /> 28 reduction in the General Fund is $150,125 related to Commissioner Price's amendment on the <br /> 29 last page, which would only take recommended tax rate from 81.87% to 81.80%. <br />
