Attachment 5 <br /> 1 <br /> 1 MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 VIRTUAL BUDGET PUBLIC HEARING AND WORK SESSION <br /> 5 June 3, 2021 <br /> 6 7:00 p.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a Virtual Budget Public Hearing and <br /> 9 Work Session on Thursday, June 3, 2021 at 7:00 p.m. <br /> 10 <br /> 11 COUNTY COMMISSIONERS PRESENT: Chair Renee Price, Vice Chair Jamezetta Bedford, <br /> 12 and Commissioners Mark Dorosin (arrived at 7:02 p.m.), Amy Fowler, Jean Hamilton, Sally <br /> 13 Greene, and Earl McKee <br /> 14 COUNTY COMMISSIONERS ABSENT: <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 17 Travis Myren, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> 18 appropriately below) <br /> 19 <br /> 20 Chair Price called the meeting to order at 7:00 p.m. <br /> 21 <br /> 22 A roll call was called; all members were present, except Commissioner Dorosin. <br /> 23 <br /> 24 Due to current public health concerns, the Board of Commissioners is conducting a Virtual <br /> 25 Budget Public Hearing and Work Session on Thursday, June 3, 2021. Members of the Board of <br /> 26 Commissioners participated in the meeting remotely. As in prior meetings, members of the <br /> 27 public were able to view and listen to the meeting via live streaming video at <br /> 28 http://www.orangecountync.gov/967/Meeting-Videos and on Orange County Gov-TV on <br /> 29 channels 1301 or 97.6 (Spectrum Cable). <br /> 30 <br /> 31 In this new virtual process, there are two methods for public comment. <br /> 32 • Written submittals by email <br /> 33 • Speaking during the virtual meeting <br /> 34 <br /> 35 Detailed public comment instructions for each method are provided at the bottom of this <br /> 36 agenda. (Pre-registration is required.) <br /> 37 <br /> 38 1. Opening Remarks <br /> 39 Chair Price welcomed everyone. She dispensed with reading the public charge. <br /> 40 <br /> 41 Public Charge: <br /> 42 The Board of Commissioners pledges its respect to all present. The Board asks those attending <br /> 43 this meeting to conduct themselves in a respectful, courteous manner toward each other, county <br /> 44 staff and the commissioners. At any time should a member of the Board or the public fail to <br /> 45 observe this charge, the Chair will take steps to restore order and decorum. Should it become <br /> 46 impossible to restore order and continue the meeting, the Chair will recess the meeting until <br /> 47 such time that a genuine commitment to this public charge is observed. The BOCC asks that all <br /> 48 electronic devices such as cell phones, pagers, and computers should please be turned off or <br /> 49 set to silent/vibrate.
