Approval of a Resolution Authorizing the Submittal of a Request to the Secretary <br /> 2 of the Department of Health and Human Services to Disengage from Cardinal <br /> 3 Innovations Healthcare and Realign with Alliance Health <br /> 4 <br /> 5 The Board voted to approve a resolution authorizing submittal of the request to the Secretary of <br /> 6 the Department of Health and Human Services to disengage from Cardinal Innovations <br /> 7 Healthcare and realign with Alliance Health to administer Medicaid and uninsured behavioral <br /> 8 health and intellectual/developmental disability services for Orange County residents. <br /> 9 <br /> 10 BACKGROUND: <br /> 11 North Carolina General Statutes and the North Carolina Administrative Code authorize and <br /> 12 prescribe the process through which a County may seek permission to disengage from one <br /> 13 Local Management Entity/Managed Care Organization (LME/MCO) and realign with another. <br /> 14 The final decision making authority rests with the Secretary of the North Carolina Department of <br /> 15 Health and Human Services (DHHS). <br /> 16 <br /> 17 The Board of Commissioners and County staff have completed all of the formal measures that <br /> 18 will be included as supporting documentation in the request to the Secretary of DHHS: <br /> 19 <br /> 20 • The Board approved the County's Intent to Disengage on November 5, 2020. <br /> 21 • Formal notice of the Intent to Disengage was transmitted to the Secretary of the North <br /> 22 Carolina Department of Health and Human Services, the Co-Chairs of the Joint <br /> 23 Legislative Oversight Committee on Health and Human Services, and the affected <br /> 24 counties on November 16, 2020. <br /> 25 • The Board of Commissioners approved a Disengagement Plan on February 16, 2021. <br /> 26 This Plan created a Realignment Committee consisting of County officials and agencies, <br /> 27 Alliance Health and Cardinal Innovations Healthcare representatives, and other <br /> 28 appropriate stakeholders. <br /> 29 • The County also opened a sixty (60) calendar day public comment period and posted <br /> 30 those comments for an additional thirty days following the public comment period. <br /> 31 Public comments can be reviewed at http://orangecountync.gov/2684/LMEMCO-Public- <br /> 32 Comments In addition to the comments posted, the County received a letter of support <br /> 33 from the Orange County National Alliance on Mental Illness. <br /> 34 • The Alliance Health Board of Directors approved a resolution for Orange County to <br /> 35 realign with Alliance Health on March 4, 2021. <br /> 36 • The Board of Commissioners approved a Continuity of Services Plan on April 6, 2021. <br /> 37 This Plan outlines how the management of Medicaid and uninsured behavioral health <br /> 38 and intellectual/developmental disability services will transition from Cardinal Innovations <br /> 39 Healthcare to Alliance Health. <br /> 40 • A formal notice to providers was distributed to the forty-one (41) providers that serve <br /> 41 Orange County on May 4, 2021 to insure each provider is aware of the realignment <br /> 42 process. This notice also invited comments and questions. <br /> 43 <br /> 44 In addition to these formal efforts, the County and Alliance Health have conducted informal <br /> 45 information and outreach activities: <br /> 46 <br /> 47 Frequently Asked Questions (FAQ) documents for members and providers were created <br /> 48 and distributed.
