42
1 Bonnie Hammersley said the federal government has given so much time to pay it,
2 because it takes time to determine lost revenues.
3 Gary Donaldson said there is a formula to determine if revenues are lost revenues.
4 Commissioner McKee clarified that the County is receiving $14 million in ARPA funds for
5 this year.
6 Gary Donaldson said that is correct, $14.1 million this year and $14.1 million 12 months
7 from now.
8 Commissioner McKee said it will be a tight fit, and it is very specific as to what these
9 funds can be spent on. He said he applauds Commissioner Dorosin for his concerns about tax
10 increase, but does not see a way to get around it this time.
11 Chair Price asked if any grants will come in throughout the year, and how they are
12 accounted for.
13 Bonnie Hammersley said many grants are not put in the budget, and will come up in
14 budget amendments monthly. She said if a grant is put in the budget, but is not actually
15 received, it leaves a hole in the budget.
16 Commissioner Bedford said as grants come in, it allows for less fund balance to be
17 spent. She said $1 million was recently moved out of reserves to maintain the 16% target. She
18 asked if receiving ARPA funds will increase the amount of money that has to be put in the fund
19 balance.
20 Gary Donaldson said the $14 million will be posted to a Covid relief fund that is set up,
21 and will not be within the general fund.
22 Bonnie Hammersley reminded everyone the next Business Meeting is June 1, and the
23 Budget Public Hearing is June 3. She asked for amendments to be sent by the morning of June
24 2, so they can be posted 24 hours before public hearing as a courtesy to residents. She said
25 staff will follow the same procedure for the hearing as past years: she will present; each
26 Commissioner will represent and explain their own amendment(s); and then the public will be
27 allowed to speak. She said the Deputy Manager sent an email today about the ARPA funds,
28 which will be discussed at the budget work session.
29
30 A motion was made by Commissioner Fowler, seconded by Commissioner Hamilton, to
31 adjourn the meeting at 10:02 p.m.
32
33 Roll call ensued
34
35 VOTE: UNANMIOUS
36
37
38 Renee Price, Chair
39
40 Tara May
41 Deputy Clerk to the Board
42
43 Submitted for approval by Laura Jensen, Clerk to the Board.
