42 <br /> 1 Bonnie Hammersley said the federal government has given so much time to pay it, <br /> 2 because it takes time to determine lost revenues. <br /> 3 Gary Donaldson said there is a formula to determine if revenues are lost revenues. <br /> 4 Commissioner McKee clarified that the County is receiving $14 million in ARPA funds for <br /> 5 this year. <br /> 6 Gary Donaldson said that is correct, $14.1 million this year and $14.1 million 12 months <br /> 7 from now. <br /> 8 Commissioner McKee said it will be a tight fit, and it is very specific as to what these <br /> 9 funds can be spent on. He said he applauds Commissioner Dorosin for his concerns about tax <br /> 10 increase, but does not see a way to get around it this time. <br /> 11 Chair Price asked if any grants will come in throughout the year, and how they are <br /> 12 accounted for. <br /> 13 Bonnie Hammersley said many grants are not put in the budget, and will come up in <br /> 14 budget amendments monthly. She said if a grant is put in the budget, but is not actually <br /> 15 received, it leaves a hole in the budget. <br /> 16 Commissioner Bedford said as grants come in, it allows for less fund balance to be <br /> 17 spent. She said $1 million was recently moved out of reserves to maintain the 16% target. She <br /> 18 asked if receiving ARPA funds will increase the amount of money that has to be put in the fund <br /> 19 balance. <br /> 20 Gary Donaldson said the $14 million will be posted to a Covid relief fund that is set up, <br /> 21 and will not be within the general fund. <br /> 22 Bonnie Hammersley reminded everyone the next Business Meeting is June 1, and the <br /> 23 Budget Public Hearing is June 3. She asked for amendments to be sent by the morning of June <br /> 24 2, so they can be posted 24 hours before public hearing as a courtesy to residents. She said <br /> 25 staff will follow the same procedure for the hearing as past years: she will present; each <br /> 26 Commissioner will represent and explain their own amendment(s); and then the public will be <br /> 27 allowed to speak. She said the Deputy Manager sent an email today about the ARPA funds, <br /> 28 which will be discussed at the budget work session. <br /> 29 <br /> 30 A motion was made by Commissioner Fowler, seconded by Commissioner Hamilton, to <br /> 31 adjourn the meeting at 10:02 p.m. <br /> 32 <br /> 33 Roll call ensued <br /> 34 <br /> 35 VOTE: UNANMIOUS <br /> 36 <br /> 37 <br /> 38 Renee Price, Chair <br /> 39 <br /> 40 Tara May <br /> 41 Deputy Clerk to the Board <br /> 42 <br /> 43 Submitted for approval by Laura Jensen, Clerk to the Board. <br />
