2 <br /> BACKGROUND: Each year, the NCDOT Public Transportation Division accepts requests for <br /> administrative needs for county-operated community transportation programs. OCPT is eligible <br /> to make application for administrative funding. NCDOT has awarded OCPT $159,433 in grant <br /> funds, a detailed breakdown is outlined in the table below: <br /> 5311 Grant Application: FY23 <br /> Total $ 187,568 <br /> Federal $ 159,433 <br /> Local $ 28,135 <br /> FINANCIAL IMPACT: There is no financial impact in the current fiscal year as this funding will <br /> be appropriated in the FY 2022-2023 budget for usage in that fiscal year. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic <br /> background; age; military service; disability; and familial, residential or economic status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents.00PT provides opportunity for access to jobs and services to many <br /> individuals. <br /> The 5311 Grant provides Orange County access to funds to support its rural transportation <br /> infrastructure that promotes economic self-sufficiency to a wide range of residents and locations. <br /> The funds additionally support a system that enhances the access of residents in the non- <br /> urbanized areas to health care, shopping, education, employment, public services, and recreation. <br /> ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal <br /> impact associated with this item. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1) Conduct a public hearing to receive public comment on the proposed grant application; <br /> 2) Close public hearing; <br /> 3) Approve submittal of the 5311 Grant application for FY 2023 in the total amount of <br /> $187,568, with a local match total of $28,135 to be provided when necessary; <br /> 4) Approve and authorize the Chair to sign the 5311 Program Resolution, Local Share <br /> Certification, Anticipated DBE/DWE Vendor Awards; DBE Certification Form; EEO <br /> Questionnaire Form; and the Title VI Program Report; <br /> 5) Review the 2021 Certification and Assurances Signature Pages and authorize the Chair <br /> and the County Attorney to review and sign the FY22 Certifications and Assurances when <br /> available; and <br /> 6) Review and approve the Grant Designee Certification Form Resolution authorizing the <br /> Transportation Services Director to serve as the designee. <br />
