7 <br /> April 22, 2021 Meeting <br /> The BEAG used this meeting to hear from outside presenters. Dr. Rebecca Tippett <br /> reported on the county's demographics. Dr. Tippett pointed out that it would be at <br /> least September before any information would be available in Census blocks from <br /> the 2020 Census, but she was able to give the Group a sense of where the growth <br /> would be based on mid-decade figures and estimates. Professor Robert Joyce <br /> presented an overview of the methods used in other North Carolina counties with <br /> the numbers of counties using each method. Todd McGee, Orange County <br /> Community Relations Director, gave a presentation on the methods that could be <br /> used in surveying public opinion on the methods of electing county <br /> commissioners. The BEAG appointed a Public Input Subcommittee to develop a <br /> survey that would invite public opinion. <br /> May 27, 2021 Meeting <br /> Prior to the meeting, the BOCC extended the deadline for the BEAG report to <br /> August 15, 2021. The Public Input Subcommittee presented proposed survey <br /> questions. Each question was analyzed by the Group with help from Todd McGee. <br /> Following discussion of each survey question, amendments were suggested and <br /> some were incorporated into the questions. Each question, after analysis and <br /> changes were made, was unanimously approved by the BEAG. (See Appendix J). <br /> Members of the Group discussed ways of circulating the survey to get the best <br /> possible representative sample, noting the inability to confirm only one response <br /> submitted per person. Mr. McGee was charged with issuing a news release about <br /> the survey, posting it on the Orange County website for two weeks and compiling <br /> the results for analysis by the BEAG. Before adjournment, the BEAG also voted <br /> to entertain comments from the public related to future work or discussions. <br /> June 24, 2021 Meeting <br /> In advance of this meeting, Group members were provided with the survey results <br /> so that there would be time to digest them. Group members also were provided <br /> with a decision grid to enable them to reach final recommendations. (See <br /> Appendices K, L, M, and N.) <br /> The survey was available to the public for two weeks. It was publicized on the <br /> Orange County social media pages and through various email list serves. It was <br /> also sent to WCHL, WHUP, Chapelboro.com, and to municipal partners and <br /> community groups to reach underserved communities. <br /> 6 <br />
